Accessing a telnet:// URL is disabled by default in IE7. I am all for disabling unneeded features by default, but it would have been nice if there was an easier way (pronounced check box) to turn this back on. Why would you want this? Think Cisco web management amongst other things. To re-enable it, do the following:

Disclaimer:
Of course, this solution is provided as-is, and without support. It may in fact cause a tear in the space time continuum and lead to/may have led to the fall of the Roman Empire…Test before deploying in production, and always back up your registry before making changes. This was tested on 32-bit XP Professional SP2.

create the following registry key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl
\FEATURE_DISABLE_TELNET_PROTOCOL

create a REG_DWORD iexplore.exe
the default should be VALUE: 0

Restart IE7 and have a nice day.
